The Department of Interior/USFWS announce the 2005 (fed fy '06) state LIP allowances yesterday. Once again Oregon was very successful in competing for Tier 2 (project funds). We received the maximum available, $755,000... ODFW will be releasing a Request for Proposals (RFP) for projects in the Willamette Valley and east Cascade ecoregions late this week or early next week. Good projects in other ecoregions will also be considered but they will have to compete against those in the two featured ecoregions. Since you are receiving this message, you will also be contacted when the RFP is released.

Oak Restoration
|
The Forest Restoration Partnership is looking for landowners interested in collaborating to enhance oak habitats on their property. Forest Restoration Partnership is a 501 non-profit organization that works with landowners to protect and enhance rare forest habitats in the Pacific Northwest. Our organization provides a full range of options for landowners including securing funding, and developing and implementing ecological restoration strategies.
We have funding to assist landowners with oak habitat restoration. If interested please contact before August 20.

BASF Invasive Vegetation Management:
Matching Grant Program
|
BASF is proud to announce a new matching grant program, which will help provide funding for invasive weed control. Funding provided will be non-federal matching funds for programs including control of terrestrial and/or aquatic invasive plants with herbicides. Below is the matching grant program’s request for proposals, which includes information about how to apply. Please note that all applications are due no later than Aug. 25, 2006.

Request For Proposals
This is the first notice of Request for Proposals for the BASF Invasive Vegetation Management Matching Grant Program. This program provides up to $200,000 as non-federal matching funds for on-the-ground programs that include herbicide use for control of terrestrial and aquatic invasive plants.
The goal of the program is to aid organizations in meeting matching funding requirements for federal or foundation grants, specifically to support the use of herbicides in an integrated vegetation management program. BASF funding is to be utilized as part of the non-federal match for federal or foundation grants such as the National Fish and Wildlife Foundation’s Pulling Together Initiative (PTI) Program.
Proposals should be submitted to james.bean@basf.com, no later than Friday, August 25, 2006.
Eligibility
Eligible funding recipients include:
State, county, municipal, local governments
Not-for-profit organizations
Professional, Lake and Landowner Associations
Invasive Species Councils, Cooperative Weed Management Areas, Task Forces, Exotic Pest Plant Councils, Regional Panels of the Aquatic Nuisance Species Task Force or other multi-partner invasive weed control organizations
Requirements
- The program must include herbicide use in control of terrestrial or aquatic invasive plants.
- The government, organization, association or partnership must utilize the grant as a match to increase potential federal or foundation grant award.
- The applicant must successfully acquire a federal or foundation matching grant by June 30, 2007.
- Project related herbicide application must be completed by December 1, 2007, unless otherwise noted in the proposal to meet best management practices.
Selection Criteria
Priority will be given to projects that include:
- Multiple partners within the control program.
- Use of BASF Professional Vegetation Management products in the herbicide program.
- A Quality Vegetation Management (QVM) Applicator providing services. For a list of QVM-Certified applicators in your area, contact your local BASF sales rep or visit www.vmanswers.com.
- A multi-year vegetation management plan with a corresponding funding plan.
- Multiple sources of non-federal matching funds
Proposal Content Requirements
The proposal should be no more than 2 pages in length and must include:
- 1. Project title
- 2. Organization name and primary contact information including:
- a. Mailing address;
- b. Telephone number and email address; and
- c. Tax-exempt status, where applicable.
- 3. List of partners involved in the control plan.
- 4. Summary of the management plan including:
- a. Project location;
- b. Weed species to be controlled;
- c. Acreage to be treated;
- d. Proposed herbicide product and rate to be used for weed control;
- e. Application method;
- f. Name of applicator company (include contact information for non-QVM applicators);
- 5. Type of federal or foundation grant application to be filed.
- 6. Amount of BASF matching grant funds requested.
Notification
BASF will notify those organizations that will receive matching funds by Friday, September 15, 2006, to allow inclusion in federal and foundation grant proposal submissions.
Funding Allocation
Funds up to the total matching allocation will be paid directly to the application company as herbicide applications are completed and invoices are received by BASF. All additional application and other costs above the total allocated funds are the responsibility of the organization.
